Import/Export in Outlook 2000

When I go to Import/export I get a dropdown window and it gives me a number
of choices, but none to Import the .PST file.

How can I get to it so it imports?

The .Pst file is there, no question about that.

Don't import PSTs. Use File>Open>Personal Folders File.
