Import/export greyed out

I am trying to import folders from another PC into a new installation
of Outlook 2003. I have exported from the old machine but the
import/export menu entyry on the file menu is greyed out, so I cannot
open the import wizard. This did not happen last time I did this on a
different machine.,

What am I doing wrong?
 
Importing of a pst should be avoided - too frequently problems occur - Open
the pst, in OL, and move whatever to new pst.

Not the proper way. Just copy the old PST from the old PC (with Outlook
closed, of course) to the new PC. Put it in any folder you wish, taking
care not to overwrite any existing PST of the same name, and in the new
Outlook, click File>Open>Outlook Data File, browse to the PST, select it,
and click OK. No import/export required.

Possibly you've not installed the imported and exporters on the new machine.
