Import csv error: MS Access can't find wizard or Registry error.

We are running Access 97 on a Win 2003 Server running Terminal services
I have checked the install and the wizards are loaded. Administrators can import data,
but regular users get the error
"Microsoft Access can't find the wizard, or there is an incorrect setting in the Windows Registry"
It goes on to advise rerunning the Office or Access setup to reinstall the wizards
I would appreciate any assistance on this
