How do I import contacts to outlook07 from outlook03 using a pst backup
file? I am attempting to do this as I did it in outlook03 and Outlook says
I do not have permission to open the file. Thanks.

As posted daily, usually several times, niether Import or Export is the way
to treat native OL data files

The pst should be located on the hd, or jump drive, with the read only
attribute off, then in OL file>Open>Data File.......browse to the location.
Then copy data from one to the other

You never transfer Outlook data using import.
Provide more detail on how you created and are trying to access this file.

In the past I used the file created in pfbackup. I would open it with
file/open/outlook data file, and drag the contacts. This is the same method
I am attempting now.

Export from outlook03 and import in outlook07

No NO NO! this is posted on a daily basis in every Outlook group. Do NOT use
the "import/export" function to move data from one Outlook to another.
Why not?

Importing an entire PST may well corrupt your profile and may create a ghost
PST that you can't close. Importing PST's will lose:
1. Custom Forms
2. Custom Views
3. Connections between contacts and activities
4. Received dates on mail
5. Birthdays and anniversaries in calendar
6. Journal connections
7. Distribution Lists

Opening a PST file will preserve all of these. That is why we do not advise
people to import a native file into Outlook.
