import archived outlook files

My laptop was stolen. I have tried to import backed up Outlook files to my
new laptop. I would be satisfied just to get contacts file.

My new Operating system is XP 5.1 home edition.,Office 2003. Importing
from Office 2000. The message I get is that I am not authorised for access
to the old archived files.

You need to ask this in an Outlook NG; this one is for Word.

Actually a Windows group would probably be more useful as this is a Windows
filing system/security issue.
