import access data into a public calendar

We have a public calendar under the "Public Folders" folder in Outlook. Is
there a way, assuming the user has write permissions to this calendar, to
import data from an Access database into this calendar. I am able to import
Access data into my personal calendar, however, I cannot select this public
calendar to import data into. I do I have write permissions to this calendar.

Not directly. You'd need to:

1) Import to a mailbox or .pst folder and move the items to the public
folder.
2) Write code to do the import.
3) Use a third-party tool that's taken care of #2.
