There is 'Windows Picture and Fax Viewer' in XP and can I
use it in windows 2000?

I stand to be corrected but I think that W2K uses IE for picture
viewing. There are no fax viewers or fax utilities with W2K, there
again I stand to be corrected.

Try something like Retriever: http://www.djuga.net/retriever.html or
Irfanview: http://www.irfanview.de/ for picture wiewing.

As for Fax viewing that depends on the Fax software, most cannot read
other formats unless it actually received the transmission in the first
place.

IrfanView

Both are free.
