What utility are you using for the resize?

For Windows XP...try the following free PowerToy:

ImageResizer.exe
http://tinyurl.com/2meyw
or...
http://www.microsoft.com/windowsxp/downloads/powertoys/xppowertoys.mspx

Then you can open any folder that contains
images and you will have an option to resize.
Just right click the selected image files and
choose Resize Pictures from the menu. You
can select one image or a whole group.

The program will place the resized copies in
the folder with your originals.
(Tip: *Never* overwrite your originals)

To insure that images in both portrait and
landscape orientation are resized to the
same dimensions...go to...Advanced...
and enter the largest number in both fields.
IOW...for 600x800...enter 800 in both fields.

OK...that's a new one on me...
I never saw and issue with it not working
before. Have you tried reinstalling it?

How to fix "Resize Pictures" right-click command.

Open the Run box and enter, one at a time:

%WinDir%\system32\regsvr32.exe /u %WinDir%\system32\shimgvw.dll
%WinDir%\system32\regsvr32.exe /i %WinDir%\system32\shimgvw.dll

If that didn't work, install it again. If it still doesn't
work, uninstall it, restart, then install it again.

That had been suggested, and the OP replied that he had tried re-downloading
and re-installing it and it didn't work. That was why I was asking him what
in particular he had done to solve his problem.
One must read the previous posts before replying to a reply ;-).

I didn't miss it; I don't know if that's what he did or not.
Gave up my mind-reading act decades ago- it just kept getting me into
trouble ;-)
