Image Resizer for german XP?

Is there a German version of the Powertoy Image Resizer available
somewhere, if not, will the English Powertoy Image Resizer work with a
German XP home-OS?

I don't think so because Power Toy is strictly an English version.
But you can use something else:
You can download a free batch converter from here to resize pictures and
edit photos:

http://irfanview.com/

However, I would try it. Nothing can go wrong on your computer by trying it.
Why not? If it does not work, use irfanview but if it does work let us know.
Wait a few days before trying it. Somebody may know the answer after trying
this and will post here.

be able to try it out on his German XP-OS.

No but it's easy to make a german version. Mine now is part german (I grew
bored before I finished). But I used goodle to translate from english (so
the dialog says "Sie können die Größe neu bestimmte Kopien von einer oder
von mehr verursachen vorgewählte Abbildungen und sie im gegenwärtigen
folder.\n\nSelect speichern eine Größe" which I have no idea if it's
reasonable or not)

Install the english version. Run reghacker
(http://www.users.on.net/johnson/resourcehacker/) and open
c:\windows\system32\phototoys.dll.

Expand the dialog, you'll get something which lists the text. Alter it to
german from english. You'll also need to do the string table. An ampersand
(&) before a letter makes it underlined when viewed as a dialog or menu. /n
is a new line.

EG (I've changed one line to german).
