Image in message body instead of attached

I have a program that send a series of images in batches. I would like to
receive the image in the body so it can be more quickly viewed by the user.
These emails would be originating from a single trusted source. Is there
a way to put the image in the body using outlook 2007. The user had
another mail client and would probably direct me to go back to that mail
client.

The image must first be placed on a web server, and then linked to that
server address. When the email is opened, the image is then downloaded from
the server. The Office Outlook 2007 user must then be set to accept your
images as a trusted sender.

The message must be in HTML and the image must be embedded and not included
as an attachment. Outlook will always show attachments as attachments.
