How are you attempting to open it & what version of Word are you using? Just
the fact that it was "made in word 2003" tells nothing useful.
Try double-clicking the file icon in a Windows Explorer window or confirming
that in the File> Open dialog you don't have the file type specified as
something other than Word Document -- like "Recover Text from any file".
If neither of those methods produce the correct result make sure you include
specific details about the source & content of the document in addition to
answering the question asked above.
