Illegal opperrations and errors

Every time I try to open the control panel or my computer
internet explorer preforms an illegal opperation and must
be shut down. And when I surf the internet if i use the
drop down menu on the address bar it also preforms an
illegal opperation and must be shut down. Is there anyway
to fix this? I've already tried downloading Internet
Explorer 6 but it still is screwy.
