1. I turn on the computer
2. instead of getting the usual festoned icon screen (including internet
express icon) with background I get a white screen with just the black line
framework.
3. After some delay the normal desktop screen comes up; sluggishly...
4. The computer was recently reinsalled (XP) by a local shop. I am not
sure they got my driver disk.. They have there own copy? Can I send it back
to the factory. It is a proffessional XP Desktop refurb from Mexico. Dell
(India) has had several tries at troubleshot problems I won't detail here.

How recent was the reinstall and did the machine do this from the get-go of
return from the shop? If so, take it back and make them get it right.

If it did this from the get-go on delivery from the factory, send it back and
make them get it right.

If the machine ran properly upon recieving it from eihter the shop or the
factory, what have you installed/uninstalled since then?

Some refurbished system have a warranty and others might not. There is no
way for us to know if you can send it back to the factory or not. You will
need to contact your vendor for that information. Have you contacted the
"local shop" to see what they advise?
