IIS security and FTP, ports

I am having a problem truly securing FTP. I want to block
off port 21 so that only the machine I want will be able
to FTP to me. There are also a lot of other open ports on
my machine that I would like blocked. There is an option
to set up directory security on the ftp site, but
everything is blocked off. I know I have administrative
rights, but it is not letting me change anything. Does
anybody know an efficient manner of handling any of these
problems?

For fine grain control of ports look into using
IPsec in filtering mode. With this you can allow
sy port 21 to only one or more specific IPs, a subnet
of IPs, etc.
