IIS 5.1 Installation Problem

I tried to install IIS on my Windows XP Pro system but everytime I run the setup, it displays this message:

Error Writing Encrypted Data to the Web Servers Configuration Database (Metabase)

I uninstalled it, then did another installation but the message keeps popping up everytime.

I have Apache 2.0.49 running on my other computer. I'll give Apache ASP a try because I need to serve ASP pages. Thanks!
