i cant open the iexplore, and i received a error message of iexplore.exe, all the time

What operating system are you using? If Windows XP

Reinstall or Repair Internet Explorer and Outlook Express in Windows XP

From Control Panel> Internet Options> Advanced uncheck "Enable third party
browser extensions." If that allows IE to run, then search for and remove
malware:

Run CWShredder from http://www.merijn.org/downloads.html first. It's been
the most helpful with this problem. It may be the only cleanup program you
need this time. CWShredder is only about 125 KB so it could be downloaded
from another machine onto a floppy disk.

You should re-enable browser extensions after the cleanup.
