Since you haven't told us anything about your computer, your Internet
connection, or what "scanning everything" actually means, you can't get
a specific answer. Go through these malware removal steps
systematically, doing everything with updated tools in Safe Mode. If
you have trouble getting to the Internet use a different, known-clean
machine to get the tools/updates and burn them to cd-r or transfer with
usb thumbdrive.

I've had this problem before. It turned out to be Norton Antivirus, which
I uninstalled and reinstalled (and updated virus definition) to repair
overtaxed rescourses.
