iexplore.exe and explorer.exe will not run

Along with control panel, search etc. Gives a
iexplore.exe has encountered a problem and must close.
Tried to re-install ie 6, tried to overwrite XP with the
disk (over all updates), tried copying over rundll32.exe,
ran sfc.exe /scannow. Something loaded from the internet
and the client does not know what.

Any ideas would be appreciated.

Sorry, I figured it out afterwards. A file/program called
tps109.dll was installed and caused the problem. Removing
it from the registry using the regsrv /u command fixed
the problem.
