IE7 opens everytime a regular explorer window is closed.

Has anyone seen this behavior before?
I have a user who is running IE7 everytime she closes an explorer window,
not iexplorer.exe but explorer.exe it opens up a brand new IE7 window. I
thought it could be malware so I ran spybot, it did find some naughty cookies
but that was about it. Is there someplace in the registry where there might
be something hiding causing IE to open everytime an explorer window is closed?
