IE7 conflict with Word 2003?

This is yet another TOC & Hyperlinks question - a coworker emailed to me a
document that has a Table of Contents that contains hyperlinks on his machine
but when I open it there are no hyperlinks; it behaves just like regular text
- there is nothing clickable or ctrl-clickable. I have researched this and
have already checked the following items.
* Tools>Options>Edit>"Use CTRL+Click to follow Hyperlink" is checked;
* Insert>Reference>Index and Tables>"Use Hyperlinks instead of page numbers"
is checked
* click somewhere in your Table of Contents, and press Alt+F9 to switch to
display of field codes. For the TOC field you should see something like: {
TOC \o "1-3" \h \z \u } - this is exactly what I see.

In my research I found where someone who installed IE7 had this problem and
it went away when he backed out & reinstalled IE6. I do not have this option
as I held out as long as possible but my company requires IE7 and we are
using the Office 2003. I can't swear to it but it seems that my hyperlink
problems coincide with the IE7 install.

Any help is most appreciated.
 
CORRECTION - It is ctrl-clickable; it does not change the cursor to the
finger or change the color to blue with underlining, so you have to just know
to hold down the ctrl key while clicking. Any way, is there a way to fix
this revised problem?

Hyperlinked TOC entries have the Hyperlink character style, but it is
suppressed, so they are never blue and underlined and do not show the hand.
As you say, you just have to know to Ctrl+click (or click, if you don't
have the Options option enabled).
