way does ie7 not have "open in new tab" on the right click menu

No idea, as this is an IE6 newsgroup.

I see in http://www.microsoft.com/windows/ie/ie7/default.mspx that
the recommended newsgroup is microsoft.public.internetexplorer.general

In a proper newsreader:
news://msnews.microsoft.com/microsoft.public.internetexplorer.general

If you must use a web interface:
http://www.microsoft.com/communitie...?dg=microsoft.public.internetexplorer.general

Mine does, both in Vista and WinXP SP2.
IE7 questions should be asked in microsoft.public.internetexplorer.general ;
the web interface leaves off some of the front of that group.
