IE7 and outlook express

Hi,
Fairly frequently I find that either OE or IE7 or both will not load
properly on boot up.
When this happens, Explorer will just briefly flash when called and OE will
do nothing at all!
A reboot or two will usually bring things back to normal.
Any ideas/
