IE6 WILL NOT WORK ON LIMITED ACCESS ACCOUNTS

Please help!

IE6 installed on XP. Everything is fine for Administrative accounts. But
can not access URLs when account is changed to Limited Access.

Limited Access accounts can ping WEB sites!
Limited accounts can receive/send Email via Outlook Express!
Limited Accounts can access urls via Netscape 7.1 - just downloaded to test!
Settings throughout IE6 match for all users!

NAV 2004 is installed - but makes no difference.
IAF is installed buts also makes no difference.

Any pointers will be gratefully received.
