IE6 Version problem

Whenever I try to run the Windows Update I get the
following message:

You need to be running a version of Internet Explorer 5 or
higher in order to use Windows Update.
Download the latest version of Internet Explorer
Once Internet Explorer is installed, you can go to the

Internet Explorer.
If you prefer to use a different Web browser, updates to
Windows may be downloaded from the Microsoft Download Center.
 
Nothing in this page resembles my problem. I tried some of
the fixes and nothing works.

The version error also affects my ability to access some
sites that require IE 5.0 or later.
 
Try this fix. It's for IE 6 but the cause may be the same.

Cannot Install the Internet Explorer High Encryption Pack
When you attempt to install the Microsoft Internet Explorer High Encryption
Pack, you may receive the following error message: This package requires
Internet Explorer 5.01 or Windows NT 4.0 with Service Pack 6 or higher.
Installation cancelled. The installation process quits.
