IE6 not working for some TS users

Update!

IE is only working for administrators and users not under
any Group Policy restrictions. I have tried moving a user
out of the scope of the group policy ut the problem still
follows.

Also adding a user to domain or local admin groups also
had no effect.

Did you issue the commands:

secedit /refreshpolicy machine_policy
- and -
secedit /refreshpolicy user_policy

....after changing the policy settings for affected users?
