IE6 Internet security zone

Im using XP pro SP2 and IE6.This computer is connected to the internet via a
dlink router.I have a 2003 SBS also connected to this router for Internet
access to the server.I have always had a problem adjusting Internet security
settings in server.However my stand alone computer(not server) has never been
a member of the domain.Now I have the same problem with my stand alone
computer.When I attempt to change Internet zone security settings it says"
Error Recomended setting is medium,please select setting higher than this.It
doesnt matter what account I use ie.Admin or user it will not allow a lower
setting.In fact other users wont go below a setting of High.The server should
not effect this computer although I get the same symptoms with Server.Where
are these settings in the registry? and or how are they Changed.Why would the
computer suddenly disallow changeing of security settings below a certain
level??There has been no other intervention or changes.Any help would be
appreciated.Thank You

Hi Rodney,
SMS 2003 is by default more secure.
WinXP SP2 will not allow lower than Medium. Try clicking Custom Level.
