IE6 "Internet Options..." menu item problem

Greetings -

IE 6 - SP1 WindowsXP Pro

When I go to Tools | Internet Options... I do not see the tab that allows
you to set you homepage, clear history, etc anymore. I do see the Security,
Privacy, Content, Connections and Advanced pages. Is there a registry
setting for this or something to get it back? I have tried to reinstall IE6
but this did not fix the problem (using article 318378)
