IE6 favorites going to all users

I was running Win2k SP3 until recently and had just
gotten a problem where my TS clients lost all their IE
favorites. We just upgraded to SP4, and now when one of
the clients adds something to their IE favorites, it gets
added to all the TS user's IE favs. What could be causing
this? Everything was running smoothly until recently.

Do you a policy that is redirecting the favorites on a per-
user basis? It sounds like this isn't working quite right.
