IE6, Dialup Fails to Load Homepage, Error 403

After upgrading to IE6, after I start my browser (IE6) and completes
dial-up connections with my ISP, my homepage fails to load and I
receive an "Error 403" message. This also occurs if I click a link,
connect with my ISP, then I receive the same error.

All my settings are default and there have been no changes at my ISP.
Furthermore, I have noticed this behavior on 3 other machines, when
upgrading from IE 5.5 to IE 6.

Can anyone help explain why IE6 struggles to get through a
homepage/link load, when initially not connected? It's a little
annoying to re-click the homepage or link to get the browser going...

No, that is not a valid solution. There is a bug, a definite issue
with IE6's initial DUN ISP connection, via proxy setting and first
attempt to load any page (the homepage default). IE 5.5 and below
never had this problem.
