IE6 and Outlook Express hang when not Internet connection

Hi,
I am on XP Media Center Edition

Whenever I open IE6 it hangs. I have to use Task Manager end task to close
it as it is does not respond at all

Also, when I open up Outlook Express and click send and Recive it hangs.
Clicking X I get the message:

"Microsoft Outlook Express has encountered a problem and needs to close. We
are sorry for the inconvenience.
To see what data this error report contains, click here."

NOTE: I use a dial up Internet connection but have it set up to ask me to
connect or workoffline. However this message does not appear.
This is definitely a bug but is there a patch and how do I get it.

NOTE the problem does not exist when I am connected to the Internet. IE and
Outlook only hang when there is no Internet connection.
