IE6.0 keeps running as a process in task mgr. after browser is clo

after I've opened & closed my IE6.0 browser 10 times, the windows task
manager shows iexplore.exe still running all those itmes..is this normal?
doesn't it slow the computer down?

eventually, when I try to click on a link in an outlook email, it won't open
the browser...is this related to the above processes that never shut down
properly?

how do I fix this? thanks :))
