ie wont let me set my homepage

When I go through interrnet explorer, right click on
properties and change homepage type in road runner as my
homepage, then I can go to roadrunner, I then close road
runner and go up to road runner again, then internet
explorer sends me to another homepage. I want my homepage
to be roadrunner. I erased cookies, deleted files,cleared
history, reinstalled windows me, erased spybot, scanned
for viruses. HELP

If that doesn't do it, try this registry fix:

1) Restores the missing Tabs in IE (usually spyware related)
2) Unlocks the grayed-out Home Page section
3) Removes the Administrator message in Internet Options

Sometimes I get a ~ tilda on my desktop what is that? Any ideas....Just

It's a known bug in OE.

If you rename that tilde (~) with a .wab extension you'll see it's a copy of
your address book.

Just delete it and don't worry.
