IE won't browse but Outlook will

XP Home Ed.. All networking setting are correct. IE gives
a DNS error when trying to browse. However, you can open
Outlook and browse from it's address option. I have tried
uninstalling and reinstalling IE, have run all the
updates, set IE back to all it's defaults, but nothing has
helped.

Maybe your IE has been hijacked by nasty spyware or maybe you have a virus
such as qhosts.
Try:
Spybot Search and Destroy
http://www.safer-networking.org/
Adaware
http://www.lavasoftusa.com/
And
http://securityresponse.symantec.com/avcenter/venc/data/trojan.qhosts.html

Also check your hosts file for rogue enties and remove them.
