IE Toolbar changed after restart

I burned folders and "stuff" onto CD's, to transfer data
from my old computer to my new computer. In some of the
folders there is a "Configuration Settings" file
name "Desktop", what is this about and can I delete
them. Thanks

Desktop.ini holds the customization info for folders on a Windows system.
It is irrelevant for CDs and can be omitted when copying to to/from CDs.

Desktop.ini is a file that is present in any folder that has been
'customised' for explorer - it tells explorer the custom actions to
perform, eg to make a Photo Filmstrip view available. Normally set up
via View - Customise this folder. If you are not interested in having
that on the CD, you can leave the file out
