IE Toolbar Active Content Block in SP2

I develop e-learning content and frequently (100 times a day) open html files
I've created in IE to review or test. With SP2 installed, now I get the
message "To help protect your security, IE has restricted this file from
showing active content that could access your computer. Click here..."

I've followed directions for reducing the security level, or Enabling
Download and Active X automatic content, and I still get this block.

Is there any way to tell IE to allow all content from my hard drive?
 
In IE go to Tools...Internet Options...Advanced tab, scroll down to the
Security section, and check the box by the second item - "Allow active
content to run in files on My Computer", click Apply, click Okay.
