IE starting at "IE Downloads" page instead of my "Home" page

About half the time, my IE starts up at the MS IE
Downloads site instead of my normal home page. I assume
that IE is suggesting that I do something at this site,
but no updates or actions are suggested.

This is only a minor nuisance, but I do not know how to
stop this or otherwise resolve it. Any suggestions?
