Anyone know how to actually load skins for IE toolbars??

I have it downloaded to the correct folder, but don't seem to have the
option on IE to load it up.

or depending upon your operating system, use gpedit.msc which has options to
set your toolbar backbitmap.

There is also Hotbar.com ( free version has adware) and birthdaycards.com
which have toolbar addins.

The registry keys are

HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Toolbar\BackbitmapIE5
(Web browser toolbar backbitmap)

and

HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Toolbar\Backbitmap
(shell browser toolbar bitmap)

What do you mean "downloaded to the correct folder"?
What did you download?
If only a .bmp file, then you have to make a change in the Registry.
Here is an example:

This is what you need for maple.bmp, assuming it is in the folder
mentioned.
------------bitmap.reg (start with the next line)
REGEDIT4

[HKEY_CURRENT_USER\software\microsoft\Internet Explorer\Toolbar]
"BackBitmapIE5"="C:\\PROGRA~1\\INTERN~1\\Bitmaps\\maple.bmp"

-----end of file above here----(last line must be blank)

While I don't have the answer to your problem, you may use the IE5 toolbar
wallpaper application from MS on IE6, know it well and currently use it
without problems.

The bitmaps from the application in conjunction with XP's tweakui, may be
used to skin Outlook Express, once installed.
(Assuming your running Win XP)

Happy skinning -
