IE Setting Changes

How are changes so easily made to IE while at a website?,
such as Links added to MY FAVORITES, changes to the
Toolbar, STANDARD BUTTONS bar items moved / added /
removed. I've "Locked the Toolbar"...No Help!. Is there
a simple way the prevent changes from being made to your
settings, while on line or at certin websites?
