IE security won't change

We are in an AD domain here at work, and there is no GPO setup that I
can see. All the computers are unable to change their IE Security
settings. We can do custom settings, but as far as high, medium,
medium-low, low, we can't change it. But the real problem lies with my
boss. All the computers are on Medium Internet security, but his is
High. He refuses to use Firefox (which we use in the shop), so sites
like foxnews.com won't load correctly because Javascript and ActiveX,
etc, are all disabled. Anyone have any suggestions. If you're going
to suggest AD changes, walk me through it. I've had very little
training on it so I'm not real knowledgable on it. But if it will be a
computer configuration change I can work much faster there.
