IE Security issue

I have a windows 2000 pc with all security patches and
updates installed. After this the tabs for setting custom
or default security settings becomes greyed out. Need an
urgent response on this please.
 
If you used SpyBot Search and Destroy to "immunize" this can cause the
problem. You could try using Local Group Policy via gpedit.msc and go to
user configuration/administrative templates/Windows components/Internet
Explorer/internet control panel and set all the settings there to disabled
which may reverse any registry settings that have been done causing your
