IE saves everything as .bmp file...and previous advice doesn't work

Unfortunately, emptying Files as suggested on March 20
doesn't work to correct this problem. Nor does the
Microsoft Knowledge Base Article - 810978. I followed that
....and NO files are listed as UNKNOWN or DAMAGED. There
has to be some other problem that hasn't been identified/fixed.
