IE promts with "Are you sure" question when opening local files

IE promts with a dialog box "Are you sure you want to open
a file from this location? whenever I try to open a folder
on my computer or network. This just started happening and
I can't fix it. I've changed all the Zone Restrictions to
Low and it still does it. HELP!
 
you are opening files out of other programs from the
wrong program possibly. zone restriction should not matter
 
I am using W98SE and opening folder through Windows
Explorer. When I try to open a folder I get the error
message below from IE. Thanks for any help.
