IE popup even when closed

I can't see what I am typing as the text is way too small and cannot be enlarged so sorry if there are typos. I keep getting a pop up even though IE is CLOSED. (I am typing this on Firebird). The popup asks if I want to run Active X. Now, we all know, that we get that constantly when IE is open but IE is closed so what the heck is it doing interfering with my other browsers? This popup is driving me nuts. I have gotten it twice while typing this and have to stop and close it. IE started doing this tonight when I had it minimized and was using Mozilla.

I have run IE minimized for over 4 years without this stupid popup. But I am new to IE6. I have IE5.5SP2 on my W98SE box. This box I am on now is a brand new XP box that has IE6 which is so much worse a browser than IE5.5.

Anyhow, how do I stop an IE constant popup that happens when IE is CLOSED??? I just got it again just this moment ....6 times while typing this!!!

First eliminate any scumware.
