IE not working for certain User Accounts

Hi, I have two user accounts on XP Home, both as computer administrator. One
works fine, the other displays absolutely nothing when I open Internet
explorer in it. Any ideas anyone?
 
What is the non-working IE doing or not doing? What are the symptoms?
