"IE Not Responding"

For some reason, when I shut down it hangs. Using
Control>Alt>Delete produces: "IE Not Responding."

Something is hanging in IE and I'm not sure what it is. I
remember last year this happening and someone wrote that
there was something checked (or unchecked) in Tools that
would eliminate this problem. Unfortunately, I didn't save
his e-mail and can't remember what it was.

I also suspect there are some things running in
the "background" that may be causing this. Any software
that could sniff out this stuff?
