IE interrupts current window - opens another window once it loads

I am annoyed.
Whenever I hit Ctrl+N to open a link in another window,
and I keep working in the original, IE brings up the new
window after it loads. For example, if I am working on
Ebay and use another browser window to load Hotmail and
keep it in the background, IE interrupts my work and
brings the Hotmail window to the front to make me log in.

This is especially annoying when I am filling in forms,
and IE brings up the Hotmail window and messes up my
message.

HOW CAN I STOP THIS?

Why are you doing that?
Why not just press Shift- when you click on the link?
