IE Installer Blokker Security Warning

My trusted bank needs to install needed software that doesn't have a
veryfied publisher certificate,
even after adding the (secure) site to my trusted sites in Internet Options
and changing it to Low security level,
untagging the security settings in the Advanced tab to not to check
publisher certificates and/or
changing the Allow ActiveX Control didn't allow IE to install.
I even tryed it with Windows Defender turned off.
Nothing seems to work.
Any suggestions?

So, it is your intention to use an unstable, bug-ridden, Beta operating
system to transmit sensitive, private banking information?

Do you really think this is a wise decision?

Perhaps your bank IT department is smart enough to block Beta software from
connecting, and protecting people like me, instead of exposing every one of
their clients to a potential security risk.
