I can't lock this out using security as it does not have
an http:// URL. Help please??? How can I lock my home
page so it can't be changed?

This is a piece of spyware if I am not mistaken. You should be able to get
rid of this by deleting the Mshp.dll file and run some sort of spyware
removal tool. Popular ones are Spybot Search and Destroy and Adaware. Here
is a thread about this that I found by querying Google:

mshp.dll = coolwebsearch trojan

Run the "Cool Web Shredder"
http://www.merijn.org/files/CWShredder.exe
Ensure all instances of IE & OE are closed, hit the executable and
follow the prompts.
