IE home page

I can't change my home page on a new computer. The default page is
Dell/Google. Using Internet Options doesn't work; also typing the home page I
want and then clicking Use current doesn't work (I go right back to the
default page) Per ChiggerSpecies' instructions, I went to the registry
Current User/Software/Microsoft/Internet Explorer/Main and tried to edit the
Start url by rig ht-clicking over Start to get Properties. But I don't have
Properties, just Modify. Also, the default in Main shows the same url. Would
it be safe just to delete both of these: Start and Default? Help! Thanks.
 
Both. When I type my home page I get there but, instantly, I get back to the
default page. And I can't change the page. When I click on IE I get the
default page.

Since this is a case of OEM-locking, you can ignore the sections in this
MS KB article about virus/malware infection and start with Step 8.

Specific registry settings affected are:

[HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet Explorer\Control
Panel] - DWORD "HomePage"=dword:00000001 (grays out the whole section)

[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\Explorer]
- DWORD "NoSetHomePage"=dword:00000001

[HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet
Explorer\Restrictions] - DWORD "NoSetHomePage"=dword:00000001
