IE doing weird stuff

When I have one window open in Internet Explorer, and
then press Ctrl-N to open a new window, the new window
always opens to the same page I'm already on. Is there
any way to get IE 6.0 to open new windows as BLANK
windows? I've played around with Tools, Options,
Advanced and can't get anything to work.

Is this what IE is supposed to do?

NOTE: I have my home page set to "Blank" so that's NOT
the problem.
